Instagram bot needed!!

I am looking for a bot/software that will block certain hashtags - users that share a photo with a certain hashtag. for example if a user is spamming the hashtag #miamilife I need something that will have them blocked/reported or make sure that the picture being shared does not post with that hashtag.
