Instagram blocking all my ads

I have tried creating 50+ ads each with different image, text, without text, without caption. But each time I get this error

Please help how to get over this. I need to run ads for website development work.
 
Advertise on BHW
Read the Instagram policies and make sure your post follows them. You ad account could be blocked which you'll have to check through FB.

I am using stock images from Facebook / Shutterstock. The error appears as soon as I add any image. Without me adding any text even. See screenshots.

Have you written any content? Whats the title of the advert? Have you tried any other pictures instead of stock images?

Yes, as I said, I have tried 50+ ads till now. With stock images, with custom designed images. The error appears even before I try to write any content. So no use writing it. But yes, I have tried content with sales pitch, single line, single word, 10 hashtags, 0 hashtags.
The text I want to use right now it "Get 15% off on all web development services" CTA direct message.

But I have already tried all combinations and none work...

I think it might be the web development services part. Facebook bot probably thinks your offering services to increase facebook likes etc. Have you tried the manual review? I've had this before and asked for a manual review which worked.
 
If you choose the manual review option then your ad may get approved.

Tried manual review everytime. And it was still refused.

I have tried, website, profile and direct message. All rejected. I want direct message or website though.
