Instagram Block Bot

I'm looking to have a bot built that blocks (then unblocks) Instagram users. I'd like it to be able to block accounts I'm following that aren't following me back (to decrease number of accounts I'm following). I'd also like it to block accounts that are following me but haven't engaged (liked or commented) with my content. It would be great if it could block based on a list of usernames I input. I'd like if it could also block users based on metrics (accounts that aren't following me back). Let me know if you're capable and what you'd charge to build it.

Would be pretty difficult since you can't block/unblock using the public Instagram API for obvious reasons.
