Instagram automatic post creator

Hey guys,
I am having a instagram account and i am tired of making the same kind of designs manually.
So i was planning to create a automation,where i will gather so many images in a place,so many quotes at the other folder,and will try to just combine them both with a little bit of effects.
I know a little bit a programming and lot about graphic design and effects and etc stuff,but cause i have not run around in this part of the field can you guys suggest where to start?
and some important tips etc.
Also i am not planning to automate the process of uploading the images to IG.that i can do manually.

create something that can scrape ig images by hashtag and display them in a webpage for you to select the desired one in bulk, then apply a filter (google for 'instagram filters in 15 lines of python') to the pictures after removing all EXIF data and put a comment for each of those.
