Instagram asks me for selfie verification every time I create a new account...

I would suggest you switch to a 4G rotating proxy. It looks like there is an issue with your proxy as it is being detected by the Instagram. It could be also because of your browser. If you get an anti-detect browser as well, this combo will work for your best interest.

Either your IP is flagged or your device is causing the issue, you can try using another device and connect to the internet using a 4G SIM card network. This should help resolve the problem.

Additionally, avoid creating too many accounts simultaneously, as this might also be the reason for the issue you are facing.
 
Surely the problem is proxy related, you should use 4G, or phone emulator
