I used 20$ on instagram ads and gained 500 followers. All paid organic. It is good.

Just promote and target audience. You need business account.

Definitely start small if you decide to use Instagram ads.
It works for some, but for the most part it's still a work in progress.
EDIT: Use Ads if you don't want to wait for followers. If you have time, there's better and more cost effective ways to gain an audience.

I definitely played it safe and could of pushed it harder. The premium/$20 plan has additional Instagram features such as posting to Instagram and automatically making your picture unique in the eyes of Instagram. Or I think you can just buy the modules if you don't want to do premium. Setting up posts right now, its super easy. URL of the image you want to use, what you want to post, add it to the list of stuff to post. Set how frequently you want it to post.

You have to buy mate. The best one i know about $300/week or $1000/month. I use their service for 2 weeks, and within a month i grow 30k followers. But it really depends on your niche aswell. Hope it helps
