Instagram ads

Could I use ads directly from app ? Or I need to go to Facebook manager ?

You can create Instagram ads directly within the Instagram app using the "Promote" button, but for advanced targeting, budget settings, and detailed analytics, it's best to use Facebook Ads Manager. Ads Manager offers more customization options for better ad performance tracking.

You don't need Facebook manager. However, Facebook allows you to use their target feature which is much more advance then Instagram's targeting feature.
