Instagram Ads released to the public?

I recently noticed that instagram released it's Ads to the public so it seems:

And I go to a facebook page and there is a tab called "Instagram Ads" where you can connect your instagram account. And in facebook's business manager there is also option to connect an instagram account. Has anyone actually been able to pay for a sponsored post? Or is it not fully out yet?

They released beta months ago, they released semi-public last month and wrote that they will release it for everyone next month.

Anyone have a sense of pricing?
