It depends, always quality before quantity. I am building an account for a client in one month I already have it in 30K and have to deliver it at 40K. There are lots of fake accounts. Be careful and dont be cheap if you want something good.

Usually its roughly $10 per 1,000 active followers.
Could be more, could be less, for example 10k comedy acc with 5% engagement would probably be worth maybe $50-60 while a 10k fashion acc with 5% engagement would be worth $100+

It depends. It's all about how popular the account is in terms of followers and even the amount of likes said account obtains.

5k$ per every 100k followers at .005 - .02 Engagement ratio

that's a good rule of thumb

Not calling you a liar or anything but I don't see how thats possible without constantly shouting that page out from other well established accounts.

Depends on 1) number of followers 2) Instagram name/brand 3) How you followers are active (comments, likes etc.)
And I've just looked... Account with 28 000 followers costs $340
