Is it still possible to create new account on paypal without giving kyc and buy like gift cards or whatever i used the paypal like that before but now i dont know if its possible without connecting a bank and if yes if there is any limits?

So Basically, what you are looking for is

PayPal Unverified and use it to Buy Gift Cards
Without linking a Bank but you will link your own Credit Card to pay for stuff?
