Recently, many advertisers have bought BM1 - BM3 - BM5 and then they use tricks and increase the limit to BM2500 - BM10000. I wonder why they can do that and can the advertising account in that BM be used?

Using Multiple Business Managers: To manage more ads and spend beyond the initial BM limits, some advertisers set up multiple BMs under different personal or business information to increase the capacity for ad spend.
Can These BMs Be Used for Advertising?:
Yes, but with Risk: If the account has been set up using these methods, it can technically still be used for advertising, but there are significant risks involved. Facebook can flag suspicious activity, which may lead to account suspension or bans, especially if they detect manipulation or violations of Facebook’s policies.
Account Review: If Facebook’s system flags these BMs or detects unusual behavior, it may limit ad spending or suspend the accounts, even if the limits were successfully increased
