Honestly, I feel like Google just wants proof that your page is alive, so anything that brings quick engagement or activity seems to push indexing way faster.
 
Indexing in 2025 is tough, but your list is strong. I’d also add improving page speed, updating old content, and building consistent user signals. Fresh engagement still pushes Google to crawl faster.

These all are mostly good for new websites with fresh content, but for some cases with over 100K product pages which only 20K are being indexed the strategies can be different,
In my own expreince for these cases the best solution are checking sitemap, robot.txt, search console errors, canonicals, duplicate content issues, meta tags, and also improve the indexing by adding internal links and backlinks

I would like to add relevant schema and clear author signals to show experience and trust since quality and E E A T thresholds are higher post recent updates

You are right , focusing on content part is more important for teh fast indexing in a first phase .

Brings a enagagement in your content is pusing your page or website wider to audience that make your site legit and good way for the quicker indexing.

One thing I’d add is keeping your crawl budget clean by pruning deadweight pages. Removing thin or outdated URLs helps new ones get discovered faster.

Even after doing all this , sometimes google will not rank. You should be patient because it can take time. Anyway, google is giving preference only to aged sites for ranking.
 
I would like to mention some more points. Get rid of all thin or low-value pages so that Google knows exactly where to spend its crawl budget. Make older posts more attractive in order to increase overall crawl activity. Examine server logs for crawling mistakes and, if necessary, speed up the server. The key tactics, however, have already been mentioned in the rest of your points.
 
Internal linking from already indexed pages will not have any effect. Google is smart enough to detect all this manipulation.
