That tool does what it says on the page; if you have a brand new website, you can let Google know about it there so that it could be crawled and considered for indexing, with the keyword there being considered. If, for whatever reason, Google deems your website unworthy, it won't be indexed.

Yes, you can use it. Or you can send some social signals and place those in a link indexer to get the Web 2.0 profiles indexed fast. Again, it depends on the profile quality and content at times. Not all Web 2.0s (especially bot created ones) get indexed easily. But Tier 2 links as well as adding in Google submit should help.
