Hello, my site has 3 million pages and I would like to index them. How would I do this?

slowly... if you deploy all at once you will fall out of the SERPs pretty quickly... normal websites don't grow like that. It probably costs google $50 in resources to process all of that so that is exactly the kind of thing they would want to flag for scrutiny.
Be mindful of Google's costs and you'll fly under the radar.
I developed a site last year which started with 600,000 pages full of content and media. I generated a multi-part sitemap with 50,000 pages per XML file and submitted it in Webmasters Tools. Took Google about three weeks but it crawled everything eventually.
Start with indexing service + building direct backlinks to the sitemap. It helped in my case. I own an auto blog with viral stories.
