Incredibly low engagement

I have a meme page now with 19k followers I was at 29k but my engagement was at 1.5% so I started purging my account of any followers that hadn't liked my last 12 posts. So far my engagement has only gone up to 2.7% I've also stopped follow/unfollow and any botting on it. Is there anything I can do to fix it?

I would like to add to your question tho. What would be considered good engagement? Good reach?

Why does IG limit reach/engagament in the first place? My theory: botted followers are less active. And as IG notices low engagement rate it surpresses your reach.

I recommend engaging with the people that follow you. Remind them that you are still there. So maybe set up that bot again but to target your own followers. Have it set to like their last three posts. If they are frequent IG users they will more than likely return the favor.
