Increasing website views successfully?

A friend of mine is involved in a radio station contest in which whoever gets the most click throughs to a unique url on the station's website wins the contest. I want to help him out, but the usual tricks don't work at all! Here's what we've already tried to increase the counter:

- Proxies
- VPNs
- Deleting cookies and flash cookies then changing proxies and/or using VPNs.

If you try to refresh the page multiple times, even when behind a proxy or VPN, the site says you've already visited and you have to wait 15 minutes until you can refresh and have it count again. I have no idea how it knows that. If anyone has ideas or thinks they can do this, I'm sure he's willing to pay. I've already messaged a few traffic providers on the sales threads, but haven't heard back yet so I was wondering if someone has dealt with a similar situation.
 
Are you sure you are behind a GOOD proxy? Go check your ip and when you apply the proxy make sure your ip is different. That is the only thing I can think of that you would be having problems, bad proxies. Of course if that is the problem have someone with scrapebox scrape and check a bunch of working anonymous proxies!

Are you needing just hits to a page or so the users have to visit the page and then do something else there, like click an image or whatever?

I checked the proxies with scrapebox and kept only the good quality ones. When I check my IP online, it shows a different one than my real ip, however on the contest website, it shows my real IP and says I already visited. So I feel like something else is going on that is able to figure out I'm the same person.

Just have to visit the site. No clicking.

I can send you guys a pm with the link if you're interested in checking it out. Don't want to publicly display it, but it's becoming a challenge now. Never had to deal with a situation like this.
 
One thing I would suggest is that you set up a Pinterest and Pinerly account. When you do, it'll become all the more apparent to see how you can branch out your views, all of which will be legit. Pinerly is especially helpful when it comes to boosting YouTube views.
