Might they be paying for engagement? Since the new algorithm, page reaches are much less than they used to be... unless you truly know how to game the system.

I've read that using stuff like hootsuite kills reach compared to posting directly, try some direct posts and see if that increases engagement, also steal whatever is performing best from your competition
