Backlinks are one of the major factor to increase your metrics. Quality content+ backlinks will increase your metrics range and ranking as well. But Make sure the links are from quality sites. Double check the sites before going to get the links.

What build DA, PA etc is Off Page SEO, Focus on that if you want to build your site number metrics
 
Content is not necessary for increase the DA PA. You need to build some hight quality backlinks, only high DR and DA backlinks help you in this case. Anyway google don't care about DA PA, Google check the authorities of Your website including content,structure data, design and user friendly. When you pick some high competitive keywords then you need backlinks do fight with competitors.
 
Content is important, but you've to focus on the quality of the backlink. It will help you to increase the DR.
 
Web 2.0 backlinks are useless, this backlinks creates their own different domain apart from the original one and you wont get the juice of it
 
Increasing DR and DA requires multiple factors, including fresh high-quality content, backlinks, website architecture, and more. However, If you are Doing Guest Post it is important to note that the quality of the guest post in low-quality sites or posts can hurt your overall authority.
