My site ( Blogger blog on custom domain ) was getting some 700 UV per day until i was hit by penguin some weeks before..Now i am getting only 70-80 UV's per day..!

My question is : Changing my blogger blog to point to another domain will increase my traffic in anyway ?

BTW my current domain has alexa rank of 300k., Now starting a new domain from scratch will affect my traffic in anyway or straightway i will get good traffic ??

please explain the term pointing. Do you mean 301 (which you cannot do IMO) or do you mean simple banner ad. Banner ad will result in 1-2 UV per day from that site. It is better to let go of that blogger as it has been penalized. Linking to some other site might damage that site too.

I don't think a new domain will suddenly bring you a lot of traffic, because it won't have any authority in Google's eyes. However, if you were taken down by the latest google update, it might be a good idea to start with a fresh domain again, but this time, build less dodgy backlinks. It takes a lot longer, but it surely pays off in the long term.

Blogger blog on custom domain. I dont know wat redirect google uses.

well, as soon as google pick up your 301 redirects you wont get any benefits from making this migration to new domain

how did you achieve to get so much traffic? have you done any kind of backlinking?

If you haven't disappeared from search altogether, I'd work on creating better content, improving on page SEO and building higher-quality backlinks. Changing the domain would be too radical in this case.

There would be no use in changing the domain , you now domain must have some authority, try improving Onsite seo, and adding few quality contents...

Good Luck.. :)

I don't think so new Domain will help you to increase traffic, you should do better SEO.
