Increase traffic to "low hanging fruit" KW

Yo Guys,
how are ya'll? I'd like to have an opinion on this: I made an analysis of one of my websites and discovered that i have a lot of "low hanging fruit" KW, keywords that I want to rank that are at position 20 to 9 in the serp. My question is, what would be the best they to make them rank? Just building backlinks or create another page with content that targets single keywords? Thanks!

Backlinks. They help to pull your main keywords into play. Often people just target their main keywords with links. What they don't seem to realise is if you start off small, the rest follows, a lot easier than going straight for the main keywords.
