I've been using a social media account for 13 years, but I rarely post. I'm planning to sell some cosmetic products. So, how can I increase engagement on my account, and should I run ads for my plan?

For cosmetics you need visual proof that works. Before/after posts perform insanely well. Product in use, tutorials, results. People buy cosmetics based on what they see, not what you tell them.
Reels are everything for this niche. Check what your successful competitors are posting and replicate their formats. Same hooks, same music, same caption structure. Don't reinvent the wheel.
Your engagement will be trash initially because the algorithm doesn't know who to show your content to after 13 years of inactivity. You need to prime it: post consistently for 2-3 weeks, engage with accounts in your niche daily, follow people who'd actually buy cosmetics.
For ads: organic first, then scale with paid. If you can't make organic content that converts, your ads will just burn money faster. Get the content formula working organically, then amplify what's already proven to work

An old dormant account is basically dead to the algorithm, so you gotta warm it up with organic reels and shorts for a few weeks first. Don't run ads immediately, or Meta will just flag it as a hacked profile. Build some trust first before spending money.

I'd suggest trying to grow organically and if that doesn't work then use ads. Also if the account is old and you haven't made any posts for 13 years you'll have to warm it up again.

Don't run ads right away, post some reels about beauty and skin before mentioning your cosmetic products. Check the stats if the view under 10k, then run some engagement ads

I don't understand which specific social media platform you're referring to, but if you want to sell on your personal page, you need to post regularly and combine it with appropriate content before you can even think about doing business.

A 13-year-old account has great trust score potential, but its organic reach is completely dead if it's been dormant. Don't blast conversion ads on day one Meta's AI will likely flag the sudden commercial activity as a hijacked profile and restrict you. Warm it up first by posting daily non-promotional content for a week or two, run a cheap 'page likes/engagement' campaign to wake up the algorithm, and only then start pushing your cosmetic offers

buy an instagram page in your niche. starting fresh is a damn nightmare
if you dont like the page you buy, sell it.
