What's worked for me in the past:
Do a gig exchange or two, just to get good ratings and get you noticed.
Promote heavily on Twitter. It's the only useful thing I've ever been able to do with Twitter. For some reason, followers love random fiverr gigs.
Add some nice descriptions, try get some keywords in there. Keep promoting your gigs, you'll pick up momentum eventualy.
Try be creative. PLR articles sell, but so do good ideas. For example, it's New Years day tomorrow. Guess what type of gigs people will be searching for today?
