You have got to give the guy credit for creativity, but the chances of him actually producing a legit increase in PR by 1 is about nil...

He's the one making the money and laughing all the way to the bank. Even if he does follow through on FB, Twitter, link building or whatever, it probably won't benefit you much.
Makes me wonder if I should start selling this kind of crap on Fiverr to suckers looking to part with a couple bucks for little or nothing in return.

I contacted him and from the discussions,here is the conclusion-
1.He CAN NOT provide the proof of his work,so order and wait for next PR update.
2.He can ONLY provide 2 PR jumps for a site,it means your PR 0 site would be PR 2 after 2 orders,but it won't work for getting PR 3.
Edit-He is not the only seller
