You are safe regarding cookies but they still tracking you with your IP, so in addition you need to use a private proxy
EDIT: Don't pay attention to what the other member said above, incognito mode is the classic chrome except that when you close the window the cookies are deleted.
So no worry about this, they don't even know you use incognito mode or not.
Use a proxy and you're good. I take the extra step and use Firefox's Private Browsing (while Chrome remains my primary browser). Firefox has better proxy tools too, in my opinion.
As someone else said, first and foremost they will keep track of your IP, then likely browser footprints etc. Use a proxy and for the extra step you can use different browser profiles with different plugins etc. so you get a different browser footprin for each.
Yes, you can be blocked by using this procedure. I recommend you use a Proxy as well we have all told you Firefox is the best for these purposes. So use proxies and hack the nasa without you realize ok no haha .. You will post more discreetly ^^
