Incentivizing CPA: Give instructions before or after content download?

Hey BH'ers

I am about to delve into the world of incentivized CPA.

Quick question I have, hopefully those who have tried both these tactics can let me know what converts best;

Option One: Allow user to download locked content immediately. Instructions for performing the CPA action are included in a readme.txt or html instructions in a zip file along with the content.

Advantages: User has already 'invested' in downloading the content to their computer (already performed one action) and then performs the CPA action in a manner not documented publicly on the web.

Disadvantages: User gets pissed off when they can't immediately open the content and thinks its some sort of scam.

Option Two: Give clear instructions on the blog post / landing page of what the user must do to unlock the content before they download it.

Advantages: User downloads the content knowing that they are going to need to perform further actions to access it. One can assume they will happily complete the CPA action once the download button is clicked.

Disadvantages: A lot of users may decide up front that they cannot be bothered performing the action, especially if the instructions seem too detailed and time consuming.
CPA Network can possibly find the landing page with the instructions on how to complete the incentivized download and track you through the affiliate link you include in the instructions.
