Incentivised CPA affiliates

Wanted to know which CPA networks do you know that allow incentivising offers? Am looking for some with free offers (email / zip submit, etc).
From what I have read, many networks are avoiding those right now, so they are getting harder to find.
I have seen a list of programs, with other infos, such as payment methods, and pay periods, in a thread or link in someone's signature, but forgot to bookmark, and cant find it anymore.

Max Bounty state if incentive is allowed on a case by case. Some offers allow it.

Yeah, depends on every offer, not on every network. Almost all of them have offers that accept incentives.
