Incentive Programs

Hi. I have been doing Incentive Programs for around 5 years now and to date I have had a iPod touch and some cash. I find it very tiring to find referrals. Does anyone have any way of generating referrals without having to pay for them. I do actually own a decent website with good keywords but I haven't had any luck. If anyone has any ideas what is the best way to gain referrals or to maybe a better way I can get people to my site id be very grateful.

Do what gorda says, but go find sites that you can tell people about it.
Like facebook, myspace, etc.
