Incentive CPAs out there - Credit Reports

Okay I have a membership site that gets a ton of signups but only half actually pay at the end of the sign up process. So I have all their contact info and given they took the time to signup for the site they have actual interest. So I want to setup a system that will basically give a free membership if they purchase a " lets say credit report".

Something like...(email sent to the person) we are running a special promo if you sign up for this we will give you a free membership.

I realize that this is not something that is looked on as being a good thing by the cpas but I was wondering if anyone had experience in this or had any ideas how to optimize these leads, a system that might work or a cpa network that was ok with these kind of leads.
