The time for Incentive sites, has passed, if your not already established, then there's no point in doing it, you'll spend more money, and time with next to NO profit for sometime.
And that's considering your able to find a PAYING network that even accepts incentive traffic anymore.
The fraudsters made sure of that, and MOST of the incentive fraud, came from Vietnamese traffic, not chinese
Good luck, and make sure you have a stock pile of cash, to pay your users, or you won't last long.

What if you just advertise locally. Put up signs at your local colleges/highschools, etc.
Almost all cpa network companies have incentive based offers.

Totally Not True. I have an incentive site up and running since June and have over 100 active users. The first month was hard, waiting for my affiliate checks and Paypal to clear, but once that happened, July, August, and So Far, September have been very good to me.
There are several out there that really want the incentive sites. I am partnered with two of them that have no problem paying out. You should do a little more research before posting something like that. One of my networks that I work with have over 200 Incentive Site Only Offers.

Adding a few lines of code in your .htaccess file will block ips from countries - easy. Phone verifying your accounts first also helps.
I started off on a shoestring budget, got FSRevolution, and am fixing to clear 2k this month. You don't need to be a moneybags to start this off, if you do it correctly. There are many many freebie sites that pay out Net 15 or Net 30 still. Nothing wrong with that and it is not "unacceptable."
My whole poinnt - Don't let naysayers discourage you. It can work if you do it correctly and set it up the right way.

I'm sorry, but that's a load of old tosh. I started an incentive site about 4 months ago, and already, it's been a great success, and bringing in good money.
I think people underestimate both the time and work involved in setting up an incentive site. People think that they can buy an off the shelf script, change the logo, refer some friends to the new site, and start the ball rolling from there.
Also, what you're saying about finding paying networks, is a load of bull. Plenty of networks are more than happy to accept you into their network, should you have a presentable and well laid out incentive site.
Where people go down hill with incentive sites, is when they fail to pay, fail to keep on track of user fraud, and neglegt the site. If even just one person receives a gift, or some money - it will boost your site enormously. They will tell all their friends (who now have proof the site works), who will tell their friends, etc. Proof videos will pop up online, and people will be more inclined to join your network.
Make your site unique, and give a reason for users to join it. Also, for a lot of users - it's all about the look. A bog standard FSR template will, I'm sad to say, not get you very far these days. Look professional, act professional, and conduct a professional mannor when running your incentive site.
People start, and fail, because they don't put the time and effort into it. Those who succeed, do very well. And there is no reason for newbies looking to start an incentive site, why they cannot do the same.
In all honesty, there is not a hell of a lot of research you can do into this. The main factors you need to concentrate on is how you will market your site (this is the key factor), what you will offer as an incentive (if gifts, what gifts, try a niche, etc), and what offers will you give for users to complete. And remember, profit is NOT only made from the fact that your offers are worth more than the gift. The profits roll in from users that simply fail to complete their requirements.
That last point is actually fairly important. A lot of people think, great, I'll start up an incentive site, join some of these freebie forums (exceem, FLR, freeipodguide, etc), and I'll have no need to market the site, as all the traffic will come from there. Unfortunately, unless you are a BIG network (or have high prize requirements), forum traffic is not ideal. These users are very clued up, and most will always complete all the prize requirements, without fail. What's more, one unhappy customer will spread the news across the whole forum, and create a general "bad" name for you, unless you stand your ground. Once you've got all kinds of streams of users coming in, forums can be a good way to give the final boost to gather even more users, because without a doubt, they DO drive traffic.
There isn't a lot more I can say. Not going to give all the best tips about incentive sites, as I myself don't consider myself experienced enough to do so. However, just sharing my experience on what I've found on my incentive journey so far.
Don't let others put you off, the incentive business could be one of the best routes for you to go down, should you wish to conduct white hat business
But yes, overall, to say that their is no room left for incentive sites, well - you're completely wrong.

An incentive site like freeb-i-e-monster and the like? I talked to the guy that owned freeb-i-e-monster and that whole network of sites. Says he barely makes a full time income doing it. Could have just been discouraging a potential competitor though.
