The offer description pretty much implies that incent is NOT allowed. What other incentives can you think of other than cash or content locking?

You will find plenty of offers that say "no cash incent, no GPT" - this means that they don't allow so called "hard incent" but do allow soft incent, such as content locking. This obviously isn't the case here, though.
