Inactive username

So there's a username I'd like to grab. The account hasn't posted since 2011 and I'm in the process of registering a website with the name in the URL.

I know there are ppl here who offer this as a service but I can't afford to pay anything over $1k.
Aside from getting the website set up, what's my best bet to convince IG that I rightfully deserve to obtain the username?
