In which countries Paypal allows only FF payments (not GS)

Hi! Do you know in which countries Paypal only allow accounts to receive Friends and family payments, but not Goods and services?
Meaning you technically cannot send GS payment to the account, only FF.
One of such countries is Ukraine. Any other?

paypal limits gs access mainly in regions where they haven’t secured full commercial licensing ukraine, nigeria, and a few parts of north africa and the balkans fall under that. it’s usually tied to local banking compliance rather than user type.
if gs isn’t enabled, accounts there act more like wallet-to-wallet transfers with no buyer protection.

I remember Bangladesh being like that for years, send only, no GS option.
