Today PR = Pagerank is gone instead Page Authority, Domain Authority and other 3rd party developed ranking factors are the way to go with but still they are very similar to PR. Either you can build back-links manually from High Authority domains/pages else use link building tools like Senuke, Rankerx etc.

Build your own a small PBN. You will see PBN is the best for ranking. Don’t buy some shit services here.

Its is simple cycle near to whitehat strategy, make pbn on 4 5 sites, linkback to your main site with them, and target those 4 5 pbn sites on tier 3 backlinks in large amount, like blog comments, social bookmarking, web2.0, GSA can be used also but not prioritized.
