I'm trying to get a better ranking for my whitehat money website in a non-english language. As I don't have access to Article directories, would the following have a positive effect or am i wasting my time with this:

- make a web 2.0 page with a 400 word article about my keyword
- put a link to my money site in it
- build links with social bookmarking to the web 2.0 page

Your plan is good. Also if you want to rank better in a non-english language just build some links on the respective tld's of that language - for example if you want to rank with "win een iphone" on google.nl just build some (anchor) links on .nl social bookmarking sites and so on, hope this will help..

Yep, just make sure to avoid spamming the exact same article all over the place... quick way to get delisted and the web2.0 sites will notice and pull your content too.

Just go for quality links and try to get the directories of your Lang. if they are available...You can also go for link exchange with your niche relevant sites.That would certainly help!!

just do top 50 Social bookmarking on your website and also Using Twitter to Improve your SERP Standings.
