I've hit #1 for most of my keywords and pull in a lot of traffic, but my CTR on the SERPs themselves hovers around 2% at best. I've noticed changing my meta description and title can nudge it up and down, but I have no consistent "best practices" that seem to product results.

Does anyone know any good rules of thumb for improving meta description and title to boost search CTR?

Thanks!

Just recently backlinko did a study in which he found great ctr improvements by using questions in descriptions, its an interesting read.

The CTR really depends on your niche and user intent.
Take a look at your competitors.
Sometimes it's helpful to use emojis, special characters, questions or markup like reviews.
On advancedwebranking you can compare your ctr depending on the user intent & niche.
