Honestly, phone verification is pretty much expected now, especially if Google thinks your browser, IP, or device looks low trust
 
try using the incognito mode in a fresh browser installation.

i tried to create a gmail on my macbook. when i fillup my name and other details it gave me a QR code scan to verify my phone number. then i scanned the code on my mobile and sent a sms after that successfully create my gmail account. it's pretty simple
 
incognito wont do much these days @Funiki google fingerprints way too much stuff now. had the same issue last month trying to spin up some burner accounts. what worked for me was using an antidetect browser with clean mobile proxies, or just creating them directly on a phone using mobile data (not wifi) and then logging in on the pc. mobile ips have way higher trust so they usually skip the qr code bypass. otherwise you just gotta buy them, saves the headache imo.

I've still been able to create Gmail accounts on PC. Google seems to ask for mobile verification more often now, especially if it detects unusual activity, VPNs, or too many account creations. It doesn't happen every time though.
 
You can still create an account on PC, but you usually need either a phone number verification or to complete approval through a mobile device.
