Important questions regarding link building

My apologies for asking so many questions, but I'm a beginner in SEO. I've been browsing these forums and reading up on link-building schemes. There are a couple of things I need clarification on.

1. For Tier 1 sites, would it be best to use private proxies? I understand that Tier 1 sites link directly to your MAIN SITE, so it would probably be best to use a different IP address.

2. For Tier 1, can you use spun content using an article spinner? I understand that it's best not to spin articles for your MAIN SITE, because you always want the highest quality. However, you need high PR backlinks, so maybe you shouldn't spin articles here either.

3. Tier 2 sites are sites that link directly to your tier 1 site. These sites are important because they help give your Tier 1 sites higher PR. Are you allowed to spam Tier 1 backlinks in this tier or is it to risky? Your Tier 1 sites might get penalized for unnatural link building.

4. I understand that Tier 1s are Web 2.0 blog sites (BlogSpot, WordPress) and that Tier 2s are blog comments right? In that case what would be below blog comments? Is it necessary to have a Tier 3 or can I just spam links to my Tier 1 site.

5. How many Tier 1 sites are you supposed to have. I'm thinking of just starting with 1.

1. You're using different web hosts for PBN, if you're using web 2.0s, it doesn't matter because it's the sites IP not your personal IP.
2. No, not today, make these legit. Tier one links should now look like their own money site and not crap.
3. These you can use less quality content if you want because you can afford to losea tier 1 link, but you don't want to lose your money site.
Even still, if you havea good tier 1 link, I wouldn't jeopardize it by sending crap links to it. If it's a web2.0 or something, then you can be a little more sloppy.
4. Tier 1 and tier 2 are whatever you want them to be. Tier 1 is anything linking to your money site.
5. One don't do anything, you need 10+, some have 100+. Imagine having a site that gets one back link. It's not going to do too well.

You're confused with tiers. Tier 1 is simply links that goes to your money site. Doesn't have to be web2.0 sites. You can create a campaign where you say okay tier1 will be 20 2.0s sites, tier2 is this, etc. But tier one in general is any links to your money site.

1. You don't private proxies. You don't need any proxies.

2. Reserve the spinning for tier 2 and tier 3.

3. Save the spamming for the 3rd tier. Tier 2 links should be fairly good, not 100% spammy.

4. My answer:

Tier 1 = High quality web 2.0s, document submission, guest posts, etc. made up of unique articles.

Tier 2 = The same type of links as tier 1 but in higher volumes and with spun content.

Tier 3 = Blog comments, social bookmarks, and other types of crappy links.

5. 1 is not nearly sufficient. Start with 5 or 10.
