Fresh content might be good for a site to enter via that page through yet newer unforeseen keywords and variations so it is good for traffic. It might retain the visitor more, so good for retention. But as far as SEO of existing pages on a site is concerned, or the home page of a site is concerned, I refuse to believe in the fresh content story, beyond what I said above.
Marketing cannot be a factor, surely!
The rest of the factors mentioned there, are factors, as per my experience. Geo-location is a factor too, in a certain way.

In my country, scraped contents are still more powerful than the gold one. They use high quality PBN (they said), and their team member is not a content writer.
Why I choose powerful link? Because Google still uses PageRank, and a high quality content is still considered as a content with several natural backlinks (IMO).

I wonder, this poll was devoted to commercial web-site or informational one (like blog)?
I am absolutely sure to rank a blog you need good content only. Good content is enough to beat any other resource (including official).
But for commercial web-site, I would triple those listed ....
Speed
Markup errors
Page Structure, etc.
And also there are affiliate sites, I would say there is a special strategy for them too.
