As for the question, yes linking out from time to time can help your page to be seen as a more 'valuable' resource as well as make it look less spammy because you're not trying to harbour all the link juice.
thats a google fight against not maintained web 20s (and other sites) that only link to single site (moneysite). of course the more relevant sites u link the better. just make sure they are good quality.

I don't understand though (as with other response) about google seeing it as a negative if you dont link out to other sites.
Surely a site that doesn't link to anyone is incredibly strong? I guess thats the issue really because all major publications etc will also be external linking.

Nofollow doesn't preserve link juice. And you would be signalling to Goolge you might not trust the site, which is the opposite of what you're trying to do by adding the external link in the first place.
So I wouldn't bother putting the nofollow attribute on the link.

There are lots of sites ranking well without and also with outgoing links. Imo it doesn't make much of a difference for seo...but it's a way to lose conversion, so I avoid it like a plague on pillar articles.
