Import .CSV file of 30K+ contacts into Telegram Groups

Hello! I have a .CSV file of about 30K or so contacts I need to import into three public Telegram groups I admin.

My budget is about $50 or so but am open to negotiation / discussion as I'm unsure how involved the process is.
