Import Contacts to fanpage? Not working more?

Hey friends,

"Create Public" button in fanpage disappeared for me... nothing of my fanpages appear for me import my contacts...

Facebook disabled it? Because i scraped some contacts of one group here and i want to import to my new fanpage...
