Import Contact List- Ratios not worth it?

I accessed a source of emails by city. When importing this list into FB- the ratio of emails to those that were actually on FB was about 1/10. For every 100 emails, 10 were on FB. However, only about 2 per 100 had a picture on their account which suggested that most were inactive. Therefore for every 100 emails imported, only 2 on average were active on FB. About a 2% success rate.

If these are the percentages, it seems hardly worth it to import this source for contact files. How do you get your emails to import into FB and what %'s do you see for active (ie: including profile pic, etc.) accounts. What sources of emails in general do you recommend, if any?

Well i just started and for each 2800 Emails ,100-200-250 Were on FaceBook but didn't counted the active'ness
But i got a lot of friends..I check my contact list before to see how much friends are one facebook.
I have a big folder of many emails lists with titles like "200 friends,144 friends"

I've got about an 80% on facebook rate with my emails
however I'm still on a fairly low accept rate
