Impact on SEO

Hello, everyone, I have a question. When I check if a page has been cached on the site (cache:), it shows me the page like this . It looks like there's no CSS, and everything is mixed up.

As far as I know, it should look like this, as it does on this site.

The question is, does this first image have a negative impact on SEO? I'm not sure how Google sees this page, and if it sees it like this, I think that's not good.

This doesn’t have a direct negative impact on SEO. Google will process the CSS properly when crawling and evaluating your page. However, if this is still the case, it may be worth making sure your CSS files are being served correctly and checking for any crawling or rendering issues with tools like Google Search Console.
 
Do you use any programming language for build this website or Wordpress?

Besides all that, I noticed this today. Up until a month ago, everything was fine.
Why am I asking this? Until a month ago, I was ranking for the Exact Match Domain (two words). Now, my domain name is not in the top 100, even though the keyword difficulty is very easy. Could this be the reason for the drop in position for the keyword?

Another thing, when I check the cache status using Google Cache Checker just for my domain, I get a notification that says 'not checked.

It won't affect your site in a negative way. You need check your CSS files if you have entered the details correctly and check for any crawling issues with GSC
 
It seems like the images and the content you have used are not optimized correctly along with what you have used CSS, JavaScript, or HTML.

Just re-check everything and submit the sitemap it will be good I think
 
If the site was perfectly build the google crawl the exact site.
