If the web 2.0 passes link juice, it helps the website.

Use good content for web 2.0 also build backlinks for those.

Web 2.0's were really powerful several years ago.
You could do "link wheels" and take over the entire first page of Google for certain keywords.
These days not so much.
There is still a good amount of traffic on these Web 2.0 websites so placing content there and linking back to your site can be beneficial.
Just don't expect to rank well solely from them right now.
So do include Web 2.0 sites in your overall SEO strategy but don't make them your only strategy.
You should be building links in many other ways as well.

Just make sure the backlinks are from sites that have a authority and low spam score. Sites like Reddit can be good to use as parasites but the best backlinks are usually from sites in your niche that are hard to get a backlink for. They are the ones that actually require you to reach out to the owner. Also remember if the links are nofollow then you get no juice from the site you're leeching off.
