I'm not in usa, but i think when i used Hot Spot, it tells as i in usa.
So i need very simple help, i wanna any US friend to just open the campaign page, and tell me what happens to him ! Will he find the survey page ? or will he redirect to ww91.restan.net ? and thanks.

I think you was try to complete the survey with VPN. It is not allowed. But You can see the landing page.

Just stop useing vpn/vps and you are done
