Hello BlackHatters need help from an expert please I want to reduce the size of the image above to 157x25 without losing its quality ,I tried alot of things and tools which I could get my hands on but image picks on becoming blur or stretched after reducing it Samples below

Already google the solution tried a lot of online tools site that google brought up still didn't work also I tried changing the format to .png,.Jpg,.svg still no solution yet.

Please help me out guys, will really appreciate.

Photoshop. Create the file with dimensions > Copy the picture on to your canvas > Ctrl + T (Free transform) > Keep your finger on shift and grab the corners and decrease the size until it fits (keeps the dimensions in ratio) > New layer below and fill it with the background
 
This is pretty common. It happens when I use Photoshop for making logo. Once I switched to a vector graphics software (i use inkscape), this problem was gone. Even 16 x 16 images render razor sharp now.

If you don't have Photoshop gimp does it, import of drag over your image, click image in menu and change size, best of all it's free

Just create image and save. There will be no quality loss, with the default options.
