Same experience many websites scrape images and content and spin them and link back my website. I don't think it makes any negative effect.

It doesn't hurt sites with enough backlinks to counter the effect. It seems to hurt smaller sites because they don't have many backlinks, if you go from having 50 backlinks to now having 600 with most of them being these spam sites it doesn't look good for you.
Just as quickly as you disavow them they spin up 5 more servers and repeat.
What is odder to me is that they link to everyone in a niche. Why?

I do agree with that, as with everything, "strong" sites are more resistant...
HOWEVER
Since those scraping spam sites are really ripping off everything, from big sites to small blogs, I think it certainly causes a butterfly effect.
Your lesser sites / pbns will suffer if they get scraped and they lose juice, so your money site will lose juice too.

I would guess that some big player is involved and he simply filtered out his own sites, just to damage all competition - if we're talking about some small niche.
I was also looking at monetization methods by such sites and I find no logic in it whatsoever. Other than hurting competition, of course.

When I say they link to everyone I'm talking about linking to every single website they can touch no matter the niche. They go after car niches all the way to really absurd niches like quilting and homework. There is no rhyme or reason for doing it especially to the number of niches they cover. It makes me want to put on my tinfoil hat and wonder if Google or Bing does it?
