I'm planning to form a website development team of 20 people. What do you think would be a reasonable structure?

I'd suggest you to start small. Hire 4 people for a start. Manage them, get the best out of them. 5-6 months down the line, if you have a bigger order book, start hiring more people and make the initial 4 employees team leaders. You can eventually hire 4 team members each under 4 team leaders. That way you'll achieve your goal of 20 people and you'll also have managers, so you don't have to manage each and every employee individually.
