Im not from USA, how could i get a Verified acc?

I have this problem. Im from Argentina and i sell pictures.

So i want to sell my products with eBay and i cant get a verified account.
I sent a FAX with the personal information required to get approved, but never answered me. I call them, they give me instruccions, i did everything, but nothing happend.

Anyone here knows how i could get my eBay acc. verified?
