if you have a healthy budget the i would recommend you to hire a freelancer with ads experience otherwise learn and learn it may took 3-4 month to learn properly with running ads. And a 500$ to test live and get the position.

what are you selling,
if its dropshipping products then find good products
make ad copy clickable ( good ads copy gets upto 25% ctr )

you get more clicks you will get more sales. So your goal should be getting as many as cheap click with targeted audience

unless and until he doesn't burns money in PPC, how'd he know what works out and what doesn't ?
